The U.S. Institute of Peace is an independent, nonprofit organization engaged in research, education, training, and facilitation in the field of peaceful conflict resolution around the world.
But right now, the administration’s “Department of Government Efficiency” (DOGE) is attempting to shut down USIP. After President Trump illegally fired 11 duly-appointed board members, DOGE occupied USIP’s privately owned building, forcibly entered its offices, transferred its funds and the privately owned building to the government, and fired almost all USIP staff.

About
Congress established USIP over 40 years ago as an independent, nonprofit corporation accountable directly to Congress.
However, after an Executive Order declared USIP “unnecessary,” in March the administration began dismantling USIP by illegally attempting to remove its multi-member, politically balanced board, paving the way for the transfer of USIP’s funds and privately owned building to the Executive Branch, and the firing of almost all USIP staff.
To be clear: the President and DOGE have no authority to do this.
In March 2025, USIP and several of the purportedly removed board members filed a lawsuit against the administration and members of DOGE for their unlawful conduct, including the purported removal of the board members and of USIP’s president. On April 4, 2025, the plaintiffs filed their motion for summary judgment in its case.

No Executive Authority to Dismantle USIP: The administration and DOGE do not have the right to remove members of USIP’s multi-member, politically balanced board without complying with the board removal provisions in the USIP Act. It is that unlawful action that has paved the way for the dismantling of USIP—including removing USIP’s president, transferring USIP’s funds and privately owned building to the General Services Administration (GSA), firing of almost all USIP staff, and immediately stopping USIP’s programs in the US and around the world.
What We’re Asking For: No court has held that a Congressionally established, independent nonprofit with zero executive power is part of the Executive Branch. Therefore, we are asking the court to declare that the defendants’ actions against USIP are unlawful and that the duly appointed leadership of USIP must be allowed to control the organization.
USIP’s Demonstrated Value: USIP works to prevent, mitigate, and resolve conflict around the world through research, training, and peacebuilding efforts in conflict zones. It provides analysis, education, and resources to those working for peace. USIP is grounded in core American values and, as part of its chartered mission, demonstrates the American people’s commitment to peace. Independent of the Executive Branch and any partisan agenda, USIP has the latitude necessary for sustained focus on the long, hard tasks of conflict resolution.

Today’s ruling allows USIP to continue that work. The federal district court declared unlawful the President's attempt to remove USIP's board, the attempt to remove USIP's acting president, and all of the actions to dismantle the Institute that followed. The USIP board, management and staff look forward to restarting USIP’s programs to promote and facilitate peaceful conflict resolution around the world.”

Motion for Summary Judgment
USIP Employee Lawsuit
USIP and its staff are involved in two lawsuits against the administration to address the ongoing harm caused by the administration’s actions against USIP as an institution as well as its employees.
In the second case, USIP’s employees and contractors have filed a complaint and request for a judicial decision with the U.S. District Court for the District of Columbia, asking the court to rule that the Trump Administration and DOGE's abrupt termination of USIP's employees and contracts, as well as seizing and giving away USIP's headquarters building, was arbitrary, capricious, and illegal. USIP employees were left with no continuing health care and no severance pay. Contractors have no recourse to be paid money they were owed. Field staff were cut off from security protections. Together these actions have caused economic loss, physical danger, and reputational harm. Plaintiffs in this case are asking the court to order DOGE and the Trump administration to restore USIP to the control of its duly appointed Board members, restore employees unjustly fired, and pay bills that are owed.
